Question-1

Children Act 2004 is considered as the primary piece of legislation with respect to governing child welfare and protection (Children Safeguarding policies in UK, 2022). It has set the legal requirements and duties that must be followed by agencies in terms of protecting their children. The Protection of Children Act 1999 adheres to preventing unsuitable people with regard to working with children (Children Safeguarding policies in UK, 2022). Childcare organisations in England and Wales are guided to suspend those people from the organisation who abuse children. The Working Together to Safeguard Children” is a statutory guidance that has set out the requirements for protecting children from abuse (Firmin, 2020). The Children and Families Act 2014 aims to increase the adoption rate of children safely and securely (Children Safeguarding policies in UK, 2022). The policies and procedures that are related to the safeguarding, protection and welfare of children are associated with guiding organisations about the aspects that need to be performed. For example- the fundamental priority of the organisation is to protect all children. The Safeguarding, Children Protection and Welfare Management is a detailed statement that focuses on protecting each child from abuse and maltreatment (Kaviani Johnson and Sloth-Nielsen, 2020). The Ofsted safeguarding policy focuses on encouraging the welfare of children by protecting them. Thus, it is highly important to protect children from any type of abuse. Also, the children's agency needs to promote the welfare management of each child to enhance the quality of life. In this manner, effective support can be ensured for children and a better future could be developed for them.

The early year practitioner plays a pivotal role undertaking safeguarding children and further promoting their welfare. In the early year setting, there is a large number of children and all of them come from different backgrounds. It is important to create an inclusive environment and no discrimination must be undertaken with them. The general principle of safeguarding states that there is a need to report all the incidents of safeguarding so that the real situation can be known and further actions can be taken accordingly (Holmes, 2022). The suspected abuse of a child requires to be reported to the immediate supervisor and police within NSPCC so they can investigate the abuse experienced by the child. The information related to children should not be retained without obtaining permission from carers or parents (Children Safeguarding policies in UK, 2022). The confidentiality of the children needs to be maintained and no disclosure of their personal information should be done. There might be a possibility that children have the fear of judgement and due to this their personal information regarding abuse should not be disclosed. The information should be disclosed only when there is a necessity. Otherwise, no disclosure should be done as it is considered illegal. Hence, early-year practitioners are accountable for creating effectual support for children in the setting and they are further responsible for protecting them (Holmes, 2022). There is a need to develop an inclusive environment in the setting where all children can get equal opportunity and no abuse or dissemination should be done with them. A safe and secure environment in the setting must be developed which supports the welfare of children.

Child Protection is aligned with the safeguarding process, this emphasises on assuring protection to children who are more prone to suffer significant harm. It is important to focus on the signs and symptoms of abuse such as domestic abuse, neglecting children, physical abuse, emotional abuse and sexual abuse. A child concerned from domestic, physical or sexual abuse has marks on the body. Furthermore, when a child suffers from neglect and emotional abuse then, there can be changes witnessed in the behaviour such as; anger or sadness (Thoburn, 2023). This is important to focus on all of these signs and symptoms so that timely actions can be taken. When harm and abuse have been suspected then immediate reporting must be done at the local authority of children's social care. The referral can be done via parents, practitioners or any adult. The parents and carer have the right to be listened and throughout the whole investigation procedure. Furthermore, they have the right to know information related to the investigation and decisions. The early year practitioner plays a vital role in safeguarding and encouraging the welfare of children. It is important to understand the legal framework and consistent support needs to be assured to children (Thoburn, 2023). The practitioner must recognise the concern by focusing on the changing behaviour patterns of children and accordingly, reporting is required to be done. Confidentiality throughout the procedure is required to be maintained and no disclosure of the harm or abuse should be done rather the concerned person or local authorities.

[Unit 01] Knowledge

Providing security to children is associated with the safeguarding process; it is based on the actions which have been taken to protect children from harm or any type of abuse. This is highly important to develop a safe and secure environment for a child where he/she can grow while receiving effective care. The confidentiality of the information is required to be maintained and the disclosure must be done with reporting authorities and parents. In case of emergency situations, immediate reporting must be done so that timely action can be taken (Powell et al, 2020). The Care Act 2014 in the UK highlights mandatory principle of safeguarding that is associated with partnership, accountability, empowerment, prevention, protection and proportionality (Children Safeguarding policies in UK, 2022). The Safeguarding Vulnerable Group Act [SVGA] 2006 is specifically for taking legal action against harm and abuse; by adhering to these policies reporting can be initiated (Children Safeguarding policies in UK, 2022). The core focus requires to be implied on analysing the signs and symptoms as this can provide an idea regarding the abuse. Children get traumatised and therefore, they are not able to share about the abuse. In such a situation, practitioners and parents are responsible for noticing the change in the behaviour of children so that appropriate actions could be taken accordingly. Parents have the right to be informed about the decision undertaken in the investigation process as they are the primary caregivers of the child (Powell et al, 2020). Thus, it is essential that investigation authorities have consistent interactions with the parents and inform them about every step and detail.
