This section discusses the key policies introduced by the UK government to improve healthcare services, including the NHS Long Term Plan and mental health strategies, and their impact on service provision and patient well-being.

Current government policies related to HSC

The healthcare system of the UK is effective and it is popular for national health system. This country has universal healthcare system i.e. NHS in order to provide better and high-quality services to the patients. Currently, the UK government introduce Health and Care Act that describes new legislative measures with the aim to make simpler for healthcare companies to offer joined-up care for individuals who depends upon several different services. In addition, for enhancing the mental health of the people NHS also introduced long term plan. This policy established on 7^th January 2019 and encompasses various commitments in order to enhance mental health services. The targets of implementation of this plan will be providing services to the specialist community perinatal mental health, children and young people, adult common mental illness and adult common illness (NHS, 2024).

In 2023, the UK government introduced NHS long term plan that helps in recovering core services and productivity. Implementation of this plan is beneficial for the healthcare organizations of the UK because it aids in providing more funding in local communities, preventive care, better mental healthcare services and tobacco dependency treatment. This policy provides right to all the patients to redesigned hospital support and digital GP consultations to eliminate third of outpatients appointments. This policy helps in saving more than 30 million patients trips to hospital and saving NHS more than £1 billion in a year (NHS, 2024).

Moreover, adoption of mental health policy is beneficial for the healthcare organization because it helps in meeting the needs of the people who suffer from severe mental illness by reducing anxiety, depression and suicide. This policy helps in increase the awareness among the healthcare workers related to mental health challenges from which they are competent to offer better services to the patients (Aranda et al, 2021).

This section explains the primary and secondary sources of legislation, statutory guidance, and regulations in the UK, and their role in ensuring compliance, accountability, and quality within health and social care.

Sources and status of legislation, Guidance and Regulation in the UK

Legislation refers to the set of law, passed by the authority of parliament. The United Kingdom’s Parliament, Courts and the European Union are termed as the primary sources of legislation within UK. Parliament engages in the function of creation of legal policies, regulations and procedures by way of legislation (Coles et al, 2020). On the other hand, UK’s secondary legislation involves multiple statutory sources and involvements such as rules, orders, codes and regulations, includes Health and Care Act, 2022 and Care Act, 2014. These are enacted with an aim to maintain law and order within the NHS for maintaining overall wellbeing and peace within communities. These regulations and legislations enacted by the UK’s parliament are termed as a competent authority, aims to serve the purpose to regulate, authorize, enable, proscribe and to grant or sanction the funds to the NHS.

All these legislation enacted by the primary and secondary sources are not codified within single document, as a result, these does not carries any sort of special legal status (Conner-Hill, 2020). However, despite of any special status, the UK’s legislation is applicable and enforced all over the nation to manage the security and law and order within the country. On the contrary, regulations are interlinked with the existing parliament’s act, enables the legislature body with the facilitation of power by the primary source of legislation. Regulations emphasises on providing brief information about the set of rules, helped the NHS to implement the legal principles set by the parliament and other sources of legislation (Karas et al, 2020).

Whereas, Statutory Guidance outlines certain rules and regulations for the local and national authorities, aims to streamline the functions and operations within Social and Health care sector of the UK. These are abided by the law and aims to guide and assist NHS towards the strategic compliance of legislation to provide quality care services and to maintain statutory compliance (Salisbury, 2024).

Impact of guidance and Legislation on social and health care and on care workers

There is a significant impact of guidance and legislation on the social care and health provisions and upon the workers of healthcare within NHS. The statutory legislation outlines the clear set of procedures, rules and policies for the social and health care to promote standard and effective services of care (San Juan et al, 2021). Furthermore, the legislative regulations contains various rules and policies, mandatory for the care professionals to comply in order to facilitate best services of health and social care to patients. For instance: Care Act, 2014 and Health and care Act, 2022 has positively impact the social and health care operations by emphasizing on care based values and standards. In addition, these regulations of Social and Health Care Act focuses on the effective and satisfied outcomes from patients in terms of improved health and wellbeing.

Apart from that, the UK’s Healthcare legislation has positively impacted the NHS by encouraging it towards the ethical compliance of social care and health policies and standards (Coles et al, 2020). In addition, the health care regulations assist the care professionals to maintain the regulatory standards of privacy and security to minimize the legal issues related to ineffective care services. The UK’s regulations within the healthcare in NHS foster the sense of accountability and responsibility within the care providers and health professionals in terms of offering best care services to the patients with an aim to maintain health and well-being (Conner-Hill, 2020). On the other hand, the statutory guidance outlines benchmarks and standards for the social and health care workers to provide best treatment to the patients by adhering to the policies of confidence, dignity and respect. For improving the health and well-being it is crucial for healthcare organizations to provide treatment to them with respect and dignity. This principle helps in developing trust and relationships between healthcare workers and patients. This principle helps in providing principle of care in effective way by creating supportive and positive environment from which patients are engage to take their treatment and care.

Initiatives that promotes the fundamental principles of workers in HSC

To promote the fundamental principles of workers HSC, NHS is developing various ethical standards and code of conduct. Development of initiatives is beneficial for the people who are working in HSC because it helps in protect their human rights. These initiatives help in supporting the workers and social care professionals from which they encourage to provide better services to the patients. These initiatives help workers to provide guaranteed and safe care as well as support.

How underlying principles supports basic human rights

Dignity and respect is considered one of the significant human rights of the people because it makes sure that they are treated ethically or not. Maintaining the dignity of the patient is considered as long-established principle in HSC. Implication of failing to adhere to fundamental principles

If healthcare organization is not implementing above mentioned underpinning principles then it negatively influence on provision of care, healthcare outcomes and rights of human-beings. If the healthcare organizations of the UK is not providing treatment and care to the patients with dignity and respect then they feel discourage which leads to depression and anxiety. Without dignity and respect, patients can feel desensitized and feel that their identity is not respected by the healthcare companies which directly influence on health and well-being. Additionally, if NHS is not implementing compassion provision in its operation then it adversely impacts on the healthcare professionals and patients (Lindwall and Lohne, 2021). Lack of compassion in HSC leads to unsupportive work atmosphere from which healthcare professionals and patients are feel burnout and stress. Providing care with compassionate to the patients then it helps in enhance organizational culture, increase patient’s engagement and experience as well as overall excellence and results of healthcare.

These principles have an immersive impact on the provision of care by increasing engagement and relationships among patients and healthcare professionals. For fostering fundamental principles among healthcare workers, NHS is emphasis on developing ethical standards and code of conduct.
